Amanda Bynes was accused of shoplifting in New York City

Kleptomania is the inability to refrain from the urge to steal items and is done forreasons other than personal use or financial gain. Well its not up to me to decide if she is kleptomania or not, read Tmz report then you can decide for your self.

Amanda Bynes was accused of shoplifting in New York City TWICE Wednesday -- TMZ has learned she was also caught trying to swipe merch from a women's clothing store ... one hour before the Barneys bust.

According to our sources, employees at Pookie & Sebastian began following Bynes around the store because she was acting suspicious. We're told they didn't recognize it was Amanda, and just thought she was a "half-naked, homeless crackhead."

Customers tell us Bynes was dancing and muttering about plastic surgery -- but eventually she tried to bolt with a shirt stuffed between her arms. When an employee stopped her and asked if she was going to pay, Amanda said ... "Do I really have to buy this?" 

The answer, of course, was yes -- and we're told Bynes was actually cooperative ... whipping out a credit card to cover the $128. 

As TMZ first reported, Bynes was also nabbed by security at Barneys while trying to walk out with a $200 hat.
